Background of the Study

In recent years, poverty reduction policies in Nigeria have been increasingly integrated with efforts to improve healthcare access, recognizing that poverty is a significant barrier to health services, particularly in urban areas like Kano Municipal. These policies include interventions such as the National Health Insurance Scheme (NHIS), the Conditional Cash Transfer (CCT) program, and state-level initiatives aimed at subsidizing healthcare for low-income families (Tijani & Ismail, 2023). In Kano Municipal Local Government, a large proportion of the population lives below the poverty line, with limited access to quality healthcare services due to financial constraints. The effectiveness of poverty reduction policies in improving healthcare access is critical for ensuring that the most vulnerable populations receive the care they need. This study will examine the effectiveness of these policies in enhancing healthcare access and reducing health disparities in Kano Municipal.

1.2 Statement of the Problem

Despite numerous poverty reduction policies, many residents of Kano Municipal continue to face challenges in accessing quality healthcare services. Limited financial resources, coupled with inadequate infrastructure, have contributed to poor health outcomes. While poverty reduction policies aim to alleviate these barriers, their impact on improving healthcare access in urban centers like Kano Municipal remains unclear (Baba & Nuhu, 2024). This study seeks to explore the effect of poverty reduction policies on healthcare access in Kano Municipal and identify any gaps in policy implementation.

1.3 Objectives of the Study

  1. To evaluate the effectiveness of poverty reduction policies in improving healthcare access in Kano Municipal.

  2. To assess the challenges faced by low-income residents in accessing healthcare services despite the implementation of poverty reduction policies.

  3. To recommend strategies for enhancing the integration of poverty reduction and healthcare access initiatives.

1.4 Research Questions

  1. How effective have poverty reduction policies been in improving healthcare access for low-income residents in Kano Municipal?

  2. What are the primary challenges that still hinder healthcare access in Kano Municipal despite these policies?

  3. What strategies can be adopted to improve the integration of poverty reduction and healthcare access in Kano Municipal?

1.5 Research Hypotheses

  1. Poverty reduction policies have led to a significant improvement in healthcare access for low-income residents in Kano Municipal.

  2. Financial barriers continue to hinder healthcare access for low-income residents in Kano Municipal despite the implementation of poverty reduction policies.

  3. Strengthening healthcare infrastructure and policy enforcement will improve healthcare access for the poor in Kano Municipal.

1.6 Significance of the Study

The findings of this study will provide valuable insights into the effectiveness of poverty reduction policies in improving healthcare access in urban areas. This research will be of interest to policymakers, healthcare providers, and social welfare organizations seeking to enhance the impact of their programs.

1.7 Scope and Limitations of the Study

The study will focus on the impact of poverty reduction policies on healthcare access in Kano Municipal Local Government. It will examine the experiences of low-income individuals and the policies implemented by both federal and state governments. Limitations include potential biases in self-reported data and challenges in measuring the full impact of policies due to external factors.

1.8 Operational Definition of Terms

  • Poverty Reduction Policies: Government strategies aimed at reducing poverty through various programs such as cash transfers, subsidies, and social welfare interventions.

  • Healthcare Access: The ability of individuals to obtain timely, affordable, and quality healthcare services.

  • Low-Income Residents: Individuals or households living below the poverty line, typically characterized by inadequate financial resources to meet basic healthcare needs.
